ANALISIS PENINGKATAN INDEKS PEMBANGUNAN MANUSIA DI SUMATERA UTARA PADA KONDISI PANDEMI COVID 19

Indeks Pembangunan Manusia adalah salah satu indikator dalam mengukur tingkat keberhasilan pembangunan manusia. Penelitian ini bertujuan untuk menganalisa seberapa besar kualitas indeks pembangunan manusia (IPM) dipengaruhi oleh proporsi pengeluaran rumah tangga bidang makanan dan bukan makanan, dan proporsi pengeluaran pemerintah bidang pendidikan. Dalam mengukur dan menganalisa digunakan data runtun waktu (time series) dan silang tempat (cross section) atas 25 Kabupaten/ kota periode 2019 - 2020 (triwulan). Analisa data menggunakan regresi data panel. Hasil penelitian ini menunjukkan adanya pengaruh yang signifikan antar proporsi pengeluaran rumah tangga bidang makanan dan bukan makanan, proporsi pengeluaran pemerintah bidang pendidikan, terhadap indeks pembangunan manusia di Sumatera Utara. Besarnya pengaruh tersebut telah ditunjukkan oleh nilai koefisien variabel-variabel bebas, yakni : -0,004 untuk variabel proporsi pengeluaran rumah tangga bidang makanan, 0,037 untuk variabel proporsi pengeluaran rumah tangga bidang bukan makanan, 0,051 untuk variabel proporsi pengeluaran pemerintah bidang pendidikan, 0,005.

Abstract
The Human Development Index is one of the indicators in measuring the success rate of human development. This study aims to analyze how much the quality of the human development index (HDI) is influenced by the proportion of household spending on food and non-food, and the proportion of government spending on education. In measuring and analyzing, time series and cross-sectional data are used for 25 districts/cities for the period 2019 - 2020 (quarterly). Data analysis using panel data regression. The results of this study indicate that there is a significant effect between the proportion of household expenditure on food and non-food, the proportion of government expenditure on education, on the human development index in North Sumatra. The magnitude of this influence has been shown by the coefficient values of the independent variables, namely: -0.004 for the proportion of household expenditures in the food sector, 0.037 for the proportion of household expenditures in the non-food sector, 0.051 for the variable proportion of government expenditures in the education sector, 0.005.
