Efektivitas Program Bantuan Kuota Belajar di Universitas Muhammadiyah Prof. Hamka

Pemerintah Kemendikbud memberikan Bantuan kuota belajar kepada pendidik, peserta didik dan Mahasiswa guna untuk menunjang Pembelajaran Daring. Dengan adanya Program bantuan kuota belajar dari Kementerian Pendidikan dan Kebudayaan tentu berpengaruh terhadap proses pelaksanaan pembelajaran Daring. Khususnya bagi mahasiswa yang mengalami kesulitan dalam menyediakan Kuota internet guna mengikuti pembelajaran Daring. Untuk memastikan hal tersebut dapat dilihat dari kebijakan dan proses pelaksanaan program dengan menggunakan alat ukur Efektivitas Program. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Efektivitas Program bantuan kuota belajar di Universitas Muhammadiyah Prof. Dr. Hamka khususnya pada Mahasiswa Program Studi Pendidikan Ekonomi. Metode yang digunakan dalam penelitian ini adalah metode Kualitatif Deskriptif menggunakan Pendekatan studi Kasus dan Teknik Purposive Sampling yaitu informan sebanyak 9 Orang yang terdiri dari dua Mahasiswa semester dua, empat, enam dan delapan serta staff Biro Akademik dan Kemahasiswaan (Pusat Sistem Informasi,Akreditasi  dan Pelaporan). Teknik pengumpulan data penelitian adalah Observasi partisipasi Aktif, Wawancara mendalam dan Dokumentasi (Triangulasi). Teknik pengumpulan data menggunakan sumber data primer dan Sekunder. Tehnik analisis pengumpulan data, reduksi data, penyajian dan penarikan kesimpulan. Indikator penelitian yaitu ketepatan sasaran, sosialisasi, pencapaian tujuan, dan ketepatan waktu. Dari hasil temuan lapangan secara keseluruhan program telah berjalan sesuai dengan kebijakan yang ditentukan sebelumnya. Hampir secara keseluruhan mahasiswa diberikan Bantuan Kuota Belajar, mengetahui informasi mengenai Penyaluran Bantuan Kuota belajar dari kemendikbud, dengan adanya Bantuan Kuota Belajar tidak banyak mahasiswa yang mengeluhkan mengenai Penyediaan Kuota Belajar selama pelaksanaan pembelajaran Daring. Dan penyaluran kuota belajar diberikan tepat waktu sesuai denga jadwal yang telah ditentuakan.  Dengan hal tersebut telah dapat dikatakan bahwa program bantuan kuota belajar telah efektif.

Abstract

The Government of the Ministry of Education and Culture provides learning quota assistance to educators, students and students in order to support online learning. The existence of a learning quota assistance program from the Ministry of Education and Culture certainly affects the process of implementing online learning. Especially for students who have difficulty in providing internet for quotas to participate in online learning. To ensure this, it can be seen from the policies and program implementation processes using the Program Effectiveness measurement tool. The purpose of this study was to find out how the effectiveness of the study quota assistance program at the University of Muhammadiyah Prof. Dr. Hamka especially in the Economic Education Study Student Program. The method used in this study is a descriptive qualitative method using a case study approach and purposive sampling technique, namely 9 informants consisting of two second, fourth, sixth and eight semester students and the staff of the Academic and Student Affairs Bureau (Center for Information Systems, Accreditation). and Reporting). Research data collection techniques are Active Participation Observation, In-depth Interview and Documentation (Triangulation). Data collection techniques using primary and secondary data sources. Data collection analysis techniques, data reduction, presentation and drawing conclusions. The research indicators are targeting accuracy, socialization, goals, and timeliness. From the findings, the overall program has been running in accordance with the previously determined policies. Almost all students were given Learning Quota Assistance, knowing information about the Distribution of Learning Quota Assistance from the Ministry of Education and Culture, with the Learning Quota Assistance not many students complained about the Provision of Learning Quotas during the implementation of online learning. And the allocation of study quotas is given on time according to a predetermined schedule. With this, it can be said that the learning quota assistance program has been effective.
