PENGGUNAAN BLOCKCHAIN SEBAGAI UPAYA PENINGKATAN KINERJA ORGANISASI PUBLIK DI ERA REVOLUSI INDUSTRI 4.0

Abstract


Network-based technology in governance has begun to be widely used. One of them is the use of Blockchain which is a database that stores information electronically in a digital format. This paper aims to analyze the potential use of blockchain technology in the public sector. Blockchain offers solutions to existing public problems such as transparency, legitimacy and trust. With a qualitative approach, the authors analyze secondary data and existing literature to answer questions about the prospects for implementing blockchain use in the public sector, especially in Indonesia. In addition, this paper also uses the Policy Capacities approach. The results found in this study are that there are still obstacles in Blockchain development in a number of aspects, namely readiness, human resource capabilities, sufficient support from the community, and sufficient support from the government. To overcome this, researchers recommend a review of the institutional role of NGOs and development agencies in adopting Blockchain.

 

ABSTRAKSI

Teknologi berbasis jaringan dalam tata kelola pemerintahan telah mulai banyak digunakan. Salah satunya adalah penggunaan Blockchain yang merupakan database yang menyimpan informasi secara elektronik dalam format digital. Paper ini bertujuan untuk menganalisis potensi penggunaan teknologi blockchain di sektor public. Blockchain menawarkan solusi dari permasalahan publik yang ada seperti transparansi, legitimasi dan kepercayaan. Pendekatan kualitatif, penulis menganalisis data-data sekunder dan literatur yang ada untuk menjawab pertanyaan bagaimana prospek implementasi penggunaan blockchain di sektor publik khususnya di Indonesia. Selain itu, paper ini juga menggunakan metode pendekatan Policy Capacities (Kapasitas Kebijakan). Hasil yang ditemukan dalam penelitian ini adalah masih ditemukannya hambatan dalam pengembangan Blockchain di sejumlah aspek, yaitu kesiapan, kemampuan sumber daya manusia, dukungan yang cukup dari masyarakat, dan dukungan yang cukup dari pemerintah. Untuk mengatasi hal tersebut, peneliti merekomendasikan pengkajian ulang terhadap peran kelembagaan LSM dan lembaga pembangunan dalam pengadopsian Blockchain.
