AI Usage Policy

Dinamika Governance: Journal of State Administration Science establishes a policy on the use of Artificial Intelligence (AI) to maintain transparency, accountability, confidentiality, integrity, and human responsibility in article writing, editorial processes, and the Peer Review Process.

This policy applies to authors, the Editorial Team, and Peer Reviewers, and takes into account principles regarding authorship, human responsibility, and the use of AI tools as explained in the COPE Position Statement: Authorship and AI Tools ↗.

The Use of AI by Authors

1. Authors can use AI tools as aids in article preparation as long as their use is conducted responsibly, transparently, and remains under the supervision and responsibility of the authors.

2. AI devices, including generative AI, large language models (LLM), chatbots, and similar applications, cannot be listed as authors or co-authors because the responsibility and accountability for the scientific work remain with the human authors.

3. The use of AI in article preparation must be disclosed transparently. If AI is used, the authors must explain the name and/or version of the device used and its purpose.

4. Every article must include an AI Usage Statement that states whether or not AI was used in the preparation of the article.

5. AI must not be used to replace scientific judgment, intellectual contribution, or the responsibility of the author.

6. AI must not be used to create, engineer, fabricate, or manipulate data, activity results, documentation, information, or reference sources that cannot be verified or do not correspond to the actual Community Service activities.

8. The author must review and verify all AI outputs before using them in the article, including the accuracy of facts, references, interpretations, language, and other information.

9. The author is fully responsible for the accuracy, originality, validity, integrity, references, and ethical compliance of the entire content of the article, including sections composed or edited with the help of AI.

Authors must maintain confidentiality and data protection. Personal data, confidential information, participant documentation, unpublished materials, or other protected information must not be included in the AI system if their use could violate privacy, confidentiality, copyright, intellectual property rights, or applicable ethical provisions.

The Use of AI by the Editorial Team

1. The Editorial Team is responsible for maintaining the confidentiality of manuscripts, data, identities, correspondence, review results, and all information obtained during the editorial process.

2. AI must not be used to replace scientific consideration, substantive assessment, or editorial decision-making regarding a manuscript.

3. Decisions regarding the acceptance, revision, or rejection of a manuscript must be made by humans based on the academic quality of the manuscript, the results of the Peer Review Process, the alignment with the journal's Focus & Scope, the integrity of the manuscript, and the editorial policy of Governance Dynamics.

4. If the Editorial Team uses AI for supporting functions that do not replace scientific assessment or editorial decision-making, its use must be conducted responsibly and transparently disclosed in accordance with its role and purpose.

5. The use of AI by the Editorial Team does not absolve the Editorial Team of their responsibilities regarding confidentiality, the integrity of the editorial process, the accuracy of the work produced, or the decisions made.

6. The Editorial Team is not permitted to input or upload all or part of unpublished manuscripts, data, tables, images, supporting documents, correspondence, or other confidential information into AI applications if such actions could disclose or transfer confidential information, personal data, or intellectual property rights to unauthorized parties.

The Use of AI by Bestari Partners

Bestari Partners are not permitted to use Artificial Intelligence tools in the Peer Review Process. The review must be conducted independently based on the competence, expertise, and scientific judgment of the Bestari Partners.

The prohibition on the use of AI by Bestari Partners includes:

1. Using AI to analyze, assess, evaluate, interpret, or summarize manuscripts as part of the review process;

2. Using AI to compose, improve, or generate comments, recommendations, reports, or review decisions;

3. Entering or uploading the entire or part of the manuscript into the AI application;

4. Entering text, data, tables, images, documentation, attachments, or supporting materials into the AI application; and

5. Transferring part or all of the review responsibility to the AI system.

The prohibition is implemented to maintain the confidentiality of the manuscript, intellectual property rights, and the journal "Dinamika Governance: Jurnal Ilmu Administrasi Negara."
