Abstract

Based on the evaluation of the integration of regional development planning in Tanjungpinang City, this study aims to assess the synchronization between three key planning documents: RTRW, RPJMD, and RKPD. The approach used is qualitative analysis through document study, examining the alignment of vision, mission, goals, indicators, programs, and activities within these documents. The results show that while there is alignment in overarching themes such as infrastructure and environmental resilience, gaps exist in the linkage of programs and indicators across the documents. These gaps are particularly evident in sectors like HR development, economy, and governance, where the RTRW focuses more on long-term spatial frameworks without measurable performance indicators. The study concludes that to enhance the effectiveness of planning, there needs to be a stronger synchronization between the annual programs in the RKPD and spatial allocations in the RTRW, along with the development of mechanisms to link indicators across the three documents. This would support the achievement of development goals that are more measurable and integrated
