Public services are required to innovate continuously so that the public can experience tangible and rapid impacts. The Bintan Regency Population and Civil Registration Agency has sought to meet the demand for innovation in population administration services through the "Serving The Villager" (STV) initiative. STV is a proactive outreach program bringing services directly to the communitythat applies New Public Governance principles through multi-actor collaboration to reach the outermost areas. This study analyzes the implementation of STV in increasing population document ownership through such collaboration. A descriptive qualitative approach was employed, utilizing literature reviews and document analysis. The results indicate that STV successfully issued 589 population documents in Tambelan District, raised document ownership to 99 percent, and won the 2025 OPSI KIPP Award. The collaboration involved the Population and Civil Registration Agency, district and sub-district/village governments, the Indonesian Navy (TNI AL), sea transport operators, and the community. The outreach model extended to vulnerable groups, including individuals with mental health disorders. The findings confirm that multi-actor collaboration, co-production, and network governance are key to the success of public service innovation in archipelagic regions. The study recommends strengthening coordination mechanisms, enhancing human resource capacity, and replicating the STV model in other archipelagic areas.
