Dinamika Stakeholder di Provinsi Lampung dalam Membangun Kesadaran Lingkungan melalui Gerakan Eco-Office

Ita Prihantika, Ayu Wulandari

Abstract

Climate change demands active bureaucratic participation through the implementation of the eco-office concept. Although the Lampung Provincial Government has issued the Governor's Circular Letter Number 51 of 2024, its implementation still faces challenges stemming from stakeholder dynamics. This study aims to map key actors, analyze collaborative governance, describe barriers and opportunities, and formulate strategic recommendations to strengthen the eco-office movement. Employing a qualitative approach with a case study design, data were collected through in-depth interviews, observation, and document analysis (including supporting research within the local bureaucratic scope). Data were analyzed interactively through four phases: stakeholder mapping, collaborative governance analysis, implementation evaluation, and thematic analysis. The findings reveal that collaboration remains symbolic and is constrained by a knowledge-action gap, a lack of green budgeting, and operational communication asymmetries. Nevertheless, program acceleration is driven by top management commitment, the utilization of digital ecosystems (SRIKANDI and D-ARU), and opportunities for strategic partnerships. The study recommends upgrading the regulatory status to a Governor's Regulation, integrating compliance into employee performance evaluations (SKP/IKU), strengthening cross-sectoral task forces, and optimizing academic-private partnerships. These findings contribute to enriching the collaborative governance literature and serve as a practical foundation for engineering an environmentally conscious bureaucratic work culture aligned with the Sustainable Development Goals (SDGs)
